If a Maryland household has been handed a login and told to “use XCIPTV,” the next search usually turns up more than one thing with that name. There is an official Android player, a set of branded versions of it sold to streaming businesses, and a long tail of apps, channels and websites that borrow the name without any link to its developer.
This page traces who makes the official XCIPTV player, what it does and does not do, where it runs, and which XCIPTV names its developer does not claim. For how players like this fit the wider category, see our guide to IPTV apps and how to check one.

XCIPTV PLAYER is an Android media player published on Google Play by OTTRUN, whose listing names Nath Network & Telecom Inc. of Astoria, New York, as the developer. The listing states the app supplies no content. It is also sold as a brandable app that streaming businesses publish under their own names. OTTRUN says it has no affiliation with websites containing “XCIPTV” in their address and owns no Samsung or LG TV apps.
What XCIPTV Is: The Player at the Center
At the center of everything called XCIPTV is one Android app with a traceable developer. Everything else on this page is defined by its relationship to that app.
Published by OTTRUN
The XCIPTV PLAYER listing on Google Play names OTTRUN as the publisher. Its “About the developer” section names Nath Network & Telecom Inc., with an address in Astoria, New York, and links to ottrun.com as the developer’s website, with support at an address on the same domain.
That is unusually complete for this category. The publisher, the company behind it and its website all point to each other, which makes the official app straightforward to identify and everything else easier to rule out.
What the Player Does
The listing and OTTRUN’s Android page describe the app in the developer’s own terms:
| Feature | How the developer describes it |
|---|---|
| Playback | Two built-in players, ExoPlayer and VLC, with adaptive HLS streaming |
| Source formats | Xtream Codes-compatible API, EZServer (EZHometech) and M3U URL |
| TV guide | EPG support, with catch-up from the guide |
| Movies and series | VOD with IMDb information; series organized by season and episode |
| Recording | Scheduled recording to internal or external storage |
| Reminders | Program reminders set from the guide |
| Sync | Backup and restore across multiple devices |
| Multiple sources | Up to five portal addresses |
| Multi-screen | Up to four screens |
| Parental control | Listed as a feature |
OTTRUN’s page gives Android 5.0 and up as the operating system requirement, and describes the app as navigable with an Android TV remote and D-pad.
What It Does Not Provide
The listing states that the official XCIPTV PLAYER does not contain any media content, that users must provide their own, and that the app has no affiliation with any company that supplies media. It adds that watching illegal content that would otherwise be paid for is not endorsed or approved by the developer, and that it does not endorse streaming copyright-protected material without the rights holder’s permission.
So XCIPTV is not a TV service. It plays whatever source a viewer adds, and nothing more. The same principle applies to every player in this category, as the IPTV apps guide linked above explains in general terms.
Ads and Developer-Reported Data Safety
Two parts of the Google Play listing are worth reading before installing. The first is the label “Contains ads.”
The second is the Data safety section, which is the developer’s own declaration to Google. It states that the app may share device or other IDs with third parties; that it may collect personal information, app activity and device IDs; that data is not encrypted; and that data cannot be deleted. These are the developer’s statements, reported here as written. They apply to the official Android app; a branded version published by another company carries its own listing and its own declarations.
One Player, Many Brand Names
The most important thing to understand about XCIPTV is that its developer sells it to be renamed.
What “Fully Customizable and Brandable” Means

The Google Play listing describes the app as fully customizable and brandable for companies that run streaming services. OTTRUN’s homepage explains the business directly: it builds white-label apps for Android, Apple TV, iOS and the web, and a customer can order a branded app that is published under the customer’s own developer account.
In practice, that means an app with a different name, a different icon and a different publisher can be XCIPTV underneath. OTTRUN’s homepage also lists advertising options, including banner and video ads, among the monetization features available for these apps.
Why an IPTV Subscription May Come With a Branded Player
This is why a subscription can arrive with its own app that looks remarkably like XCIPTV. It may well be built on it. What it is not is OTTRUN’s own listing. The branded app has its own publisher, its own store listing and its own terms, and whatever that company says about content, data or support is its statement, not OTTRUN’s.
It also explains why searches for “XCIPTV subscription” exist at all. The player itself has no subscription to sell; the subscription belongs to whatever service a viewer adds, and the player is only the last step in how IPTV reaches a home.
Where XCIPTV Runs
OTTRUN’s platform statements are specific, and they differ by product name.
Android TV, Phones, and Tablets
The official XCIPTV PLAYER is an Android app. The listing names Android TV, Android phones and Android tablets, and OTTRUN’s Android page says the same, with Android 5.0 and up as the requirement.
Fire TV and the Vega Question
OTTRUN’s own pages name Android TV, phones and tablets; they do not mention Fire TV either way.
Fire TV itself is now two platforms. PCWorld reports that Amazon’s Vega OS runs only on the 2025 Fire TV Stick 4K Select and the 2026 Fire TV Stick HD, while other Fire TV devices still use the earlier Android-based system. AFTVnews reports that Amazon has confirmed all future Fire TV Sticks will run Vega. XCIPTV PLAYER is an Android app, and Vega does not run Android packages. Before following any XCIPTV advice for a Fire TV device, check which system that specific model runs.
iPhone, iPad, and Apple TV: The OTR Player Name
On Apple devices, OTTRUN uses a different name. Its site describes an iPhone and iPad player called OTR Player, also brandable for streaming businesses, and lists tvOS and web versions alongside the Android XCIPTV Player. The two names sit side by side in OTTRUN’s own menu as versions of its player for different platforms.
The App Store developer page that OTTRUN links to from its site did not list a player under either name in the US store when this page was reviewed. That fits the white-label model described above, but it means an App Store listing called “XCIPTV” is not something OTTRUN’s own links point to.
What OTTRUN Says About Samsung and LG
This is one question the developer answers outright. OTTRUN’s product pages carry a scam alert stating that it does not own any smart TV apps for Samsung or LG televisions in those platforms’ app stores, and that the apps and websites using its logo there do so unlawfully.
So an app in a Samsung or LG store presenting itself as XCIPTV is, by the developer’s own statement, not OTTRUN’s app.
XCIPTV Names OTTRUN Does Not Claim
The same scam alert goes further: OTTRUN states it has no affiliation with XCIPTV.COM, XCIP.TV, or any other domain containing “XCIPTV” in its name. That single sentence settles a large part of what turns up in search.
Roku Listings
Roku’s Channel Store carries at least seven channels using the name in some form, including XCIPTV Player, XCIPTV Smart Player, XCIPTV Player Lite, XCIPTV Pro Player, XcipTV Player Pro and XcipTV Reel Player. One of them directs viewers to its own separate website to upload playlists. Two describe themselves in terms written for Android devices, even though they are Roku channels.
OTTRUN’s platform statements do not include Roku. The AI Overview for this search cites one of these Roku channels as a source about XCIPTV, which is a reminder that a summary is only as reliable as the listing it draws from. The same pattern of near-identical names surrounds other well-known players, as our page on TiviMate IPTV shows. It also explains the searches for “XCIPTV Pro”: on Roku, that is the name of a separate channel.

App Store Listings
An App Store listing titled “Xciptv” also appears in search results. It describes itself as a movie and TV show companion with free-to-watch titles, which is a different kind of app from a player that plays a source you supply. OTTRUN’s own links do not point to it.
Websites and APK Mirrors
Search results for XCIPTV include a website with “xciptv” in its address that calls itself the leading IPTV player and offers a login. By OTTRUN’s own scam alert, any domain containing “XCIPTV” has no affiliation with it. Results also include APK mirror sites that repackage the Android app for download. They are not the developer; the listing’s developer link points to ottrun.com, and Google Play is where the official Android app is published.
Whether a particular source used with any player is licensed is a separate question from the player itself. This site does not name, rank or recommend subscription services, for the reasons set out in our DMCA disclaimer.
Conclusion
XCIPTV is easier to pin down than most players, because its developer is unusually clear. The official XCIPTV PLAYER is an Android app on Google Play, published by OTTRUN and developed by Nath Network & Telecom Inc. in Astoria, New York. It supplies no content, carries ads, and its data safety declarations are there to read before installing. On Apple devices, OTTRUN’s player goes by OTR Player. And OTTRUN itself disclaims every domain containing “XCIPTV” and every Samsung or LG app using its logo.
Around that core sit branded versions that are XCIPTV underneath but published by other companies, and look-alikes that only borrow the name. The publisher line, and the developer’s own statements, tell them apart. For how to check any player the same way, return to our guide to IPTV apps. Every claim here is checked against a primary source, as described on our About page; if OTTRUN’s listing or pages change, let us know.
